Mr. H. D. Chandrasena is the most experienced Chartered Quantity Surveyor in the island. Prior to his accepting the position of Chairman of our organization, he was the Deputy General Manager (Consultancy Services) of the State Engineering Corporation (S.E.C.) of Sri Lanka. He was also the Chief Quantity Surveyor of the S.E.C. for nearly 18 years. As the Deputy General Manager of the S.E.C. he was in-charge of the Consultancy Group comprising Architectural, Structural, Quantity Surveying and the Project Management units.
Mr. H. D. Chandrasena is a Fellow Member and the Immediate Past President of the Institute of Quantity Surveyors of Sri Lanka and also a Fellow of the Royal Institution of Chartered Surveyors and the Australian Institute of Quantity Surveyors. He is a member of the Board of Governors of the Sri Lanka National Arbitration Centre and an Arbitrator in the Institute for Commercial Law and Practice – Arbitration Centre. He is also a member of the Architecture Faculty Board in the University of Moratuwa. He is in over all charge of the company including its quantity surveying and contract administration functions.
He was a visiting lecturer in the Faculty of Architecture of the University of Moratuwa for 25 years and was instrumental starting the B Sc Honors Degree Course in Quantity Surveying. He was also a resource person of the Centre for Housing Building and Planning Sri Lanka and actively assisted the Centre in organization several short term course in Quantity Surveying and Construction Management. Mr. Chandrasena was the adviser to the Civil Engineering Committee of the Standards Institution of Sri Lanka (formally known as the Bureau of Standards Sri Lanka) in formulating the Standard Method of Measurement of Building Work in Sri Lanka (S. L. S. 573).
